1. Introductions, apologies and substitutions
1.1 The Chair welcomes Members and members of the public to the meeting.
2. Motion under the Standing Order 17.42 to resolve to exclude the public from the meeting for the following business
3. Financial scrutiny of legislation
3.1 The Committee discussed the financial scrutiny of legislation and agreed to write to the Minister / Member is charge and Committee Chair to ensure that sufficient diligence is given to the financial scrutiny of an individual Bill.
4. Higher Education Funding
4.1 The Committee discussed the scope of a potential inquiry into Higher Education in Wales and agreed to consider an options paper at a forthcoming meeting.
5. Asset Management - Evidence from the Welsh Government
5.1 The Chair welcomed Lesley Griffiths AM, Minister for Health and Social Services; Mark Osland, Deputy Director of Finance, Department for Health, Social Services & Children; and Val Whiting, Head of Capital, Estates and Facilities, Health, Social Services and Children.
5.2 The Committee scrutinised the Minister.
Action points:
The Minister for Health and Social Services agreed to provide:
- Further information on the £35m transfer from capital to revenue and the nature of the projects involved which enabled this transfer.
- Further information on the projects currently being developed by the Welsh Government to enhance collaborative arrangements for service delivery.
- A copy of the Estate Code guidance.
- A note on the differences in the legal/financial treatment of land transfers in the NHS as opposed to other sectors.
6. Asset Management - Evidence from the Welsh Government
6.1 The Chair welcomed Edwina Hart AM, Minister for Business, Enterprise, Technology and Science; James Price, Director General, Department for Business, Enterprise, Technology and Science; Chris Sutton, Board Member of the Cardiff Central Enterprise Zone and Member of the Business Rates Task and Finish Group; and Tim Howard, Head of Property, Business, Enterprise, Technology and Science.
6.2 The Committee scrutinised the Minister.

7.1 The committee noted the Letter from Chair on the Outturn report 2012 and the response from the Minister for Finance; the Welsh Government’s response to action points from the meeting on 30 Jan 2013; and the Letter to the Chair of the Committee on the Supplementary Estimate.

8.1 The Committee considered the evidence on its inquiry into Asset Management.
